Who Qualifies for Citizenship?
You must meet all five core IRCC requirements:
1. Permanent Resident Status
Hold valid PR status and not be subject to removal.
2. Live in Canada (Physical Presence)
Spend 1,095 days (3 years) in Canada as a PR within the 5 years before applying:
Adults (18+) calculate their own time
Minors use parent’s presence
3. Language Skills (Ages 18-54)
Prove CLB/NCLC Level 4 or higher in English/French through ALL these IRCC-approved methods:
Approved language tests: CELPIP, IELTS (General), TEF Canada, TCF Canada
Canadian education: Secondary or post-secondary diploma/degree from a Canadian school where English/French was the main language of instruction
Government-funded language training: Certificate from a program funded by IRCC or provincial government
Academic transcripts: From Canadian schools where language of instruction was English/French
4. Pass the Citizenship Test (Ages 18-54)
20-question test covering:
Canadian government and laws
Rights and responsibilities
History, geography, symbols
5. File Taxes
File Canada taxes for 3 years in the past 5 (if required to file)
Plus: Clean criminal record and no security prohibitions.
What You Need to Apply
Complete citizenship applications include:
Forms: IMM 0008 + Schedule 14 (physical presence calculator)
PR proof: PR card copy
Language evidence: Test results OR education certificates/transcripts
Photos: Two citizenship photos (IRCC specs)
Tax info: Notice of Assessment (NOA) for 3 years
ID: Passport, birth certificate
